Handicap Lists and Scoring Records
Section 6-3 of the USGA Handicap Manual added a section on the accessibility of scoring records. Lambda Links has posted current Handicap Indices on the Web site for some time. We have not, however, posted scores for peer review as required by the USGA. Revisions to Section 5-2 now state that a club “may adopt a policy to occasionally accept scores returned by mail, facsimile, e-mail or the Internet. Scores may not be returned verbally by the telephone.… If a golf club adopts a policy to accept scores posted via the Internet, the ability to review all scores for all members of that club via the Internet must also be provided.”

Notes on the report that follows:
  • Score Type refers to the Types defined in USGA Handicap Manual Section 2. These are new (or new to Lambda Links) in 2002, so are not reflected in scores posted previously. A—Away; AI—Away Internet; C—Combined Nines; CI—Combined Nines Internet; I—Internet; P—Penalty; T—Tournament; TI—Tournament Internet.
  • The Slope and Ratings shown are the current slope/rating. These may have changed since the score was posted. The then current slope/rating was used in calculating the Handicap Differential (and therefore the Handicap Index).
  • Records are sorted by first name. You may access the middle of the report more quickly by selecting the “Index” page at the top of the report.
Additional Changes to Handicap Manual
Section 8-4b
“The Handicap Committee has the responsibility of making certain that a player’s USGA Handicap Index reflects his potential ability. Under the following circumstances it will be necessary for the Handicap Committee to make adjustments to the player’s USGA Handicap Index. Before an adjustment becomes effective, the Committee must give the player an opportunity to explain the circumstances surrounding the proposed adjustment, either in writing or by appearing before the Committee.…”

Section 8-4b (iv) Failure to Post
“A USGA Handicap Index shall be adjusted up or down if the player does not turn in all acceptable scores or otherwise does not observe the spirit of the USGA Handicap System. The Handicap Committee shall determine the amount of adjustment.

“The Handicap Committee is duly responsible to identify and notify those players who regularly violate any provision within Section 5-1f that such rounds are unacceptable for handicap purposes. If a player continues to violate any clause(s) within Section 5-1f after being notified by the Handicap Committee during rounds that otherwise would be acceptable for handicap purposes, the committee is authorized and encouraged to consider withdrawal of the player’s Handicap Index.

“If a player fails to post an acceptable score as soon as practicable after completion of the round, the Handicap Committee should post the score and/or a penalty score and Ratings equal to the lowest handicap differential in the player’s scoring record. However, if the score not returned is unusually high, the Handicap Committee should enter the score and/or a penalty score and Ratings equal to the highest differential in the player’s scoring record.”

(vii) Continued Violations of Section 5-1f

“The Handicap Committee is duly responsible to identify and notify those players who regularly violate any provision within Section 5-1f that such rounds are unacceptable for handicap purposes. If a player continues to violate any clause(s) within Section 5-1f after being notified by the Handicap Committee, the committee is authorized and encouraged to withdraw the player’s Handicap Index.”
